Appeal to CO17 delegates from the NGO observers of Russia and Ukraine on the KP-2, JI and carbon credits transfer


Russian and Ukrainian NGO observers prepared an appeal to the official delegations concerning second commitments of Kyoto Protocol, Joint implementation projects and transfer of carbon credits. Representatives of RSEU climate secretariat and Ukrainian NGO Working Group on climate change 06 of December distributed this document among delegates-participants of closed session on Joint Implementation projects within the COP.

Nongovernmental organizations (NGOs) note the importance of regulations adopted in Russia in recent years, such as the Federal Law "On Energy Saving and Energy Efficiency," Energy Strategy of Russia up to 2030, and the Climate Doctrine of the Russian Federation.

We, representatives of public organizations from Belarus, Russia and Ukraine, are concerned by slowing down the process of international negotiations on climate change. We believe it is important to take all necessary political, economic and other measures to prevent further negative anthropogenic influence on climate and to use every opportunity to hold global temperature increase within 1.5 degrees Celsius as compared to the pre-industrial period.

NGO believe that it is possible Cancun will result in a ‘balanced package’ that will have sufficient progress across each area, a clear work-plan in substantive areas, an overall pathway forward on KP and LCA (to COP-17/CMP7, Durban, and COP18/CMP8), and some modest clarity on legal form.

Resolution on Climate and Energy Policy of the all-Russia conference on Ecological Modernization of Russia and all-Russia conference on NGO Involvement in National Climate and Energy Policy October 25-26, 2010


We are seriously concerned with the poor outcome of the international negotiations toward a new comprehensive agreement on the issues of climate change, which should replace the Kyoto Protocol after 2012. The Accord developed in Copenhagen has never turned into a UN Decision. Voluntary proposals of various countries on reduction of their greenhouse gas emissions (GHG) by 2020 as a whole, and, in particular Russia’s plans of 15-25% level below 1990 by 2020 are absolutely insufficient to stop growth of global emissions and reach the goal of 50% reduction required for the middle of the century.

OPEN LETTER by Russian Non-Governmental Organisations, observers to the climate negotiations


Copenhagen, 14 December 2009


On 14 December, representatives of Russian NGOs – observers to the UN Climate Conference in Copenhagen, handed the Open Letter to Alexander Bedritsky, Advisor to the President of Russian Federation on issues of climate change. In the Letter, the NGOs call for continuation of the talks under the working group on the Kyoto Protocol, to officially announce the inappropriate character of transfer of unused quotas from the Kyoto period to future periods, and not to consider nuclear energy as a renewable energy source and as a technology that could contribute to climate change mitigation.

Statement of non-governmental organisations from Belarus, Russia and Ukraine for the upcoming UN climate conference in December 2009 in Copenhagen


Participants of the International Conference "Strengthening the role of NGOs in policy-making in the field of climate change and energy" held in St.Petersburg on 12-13 November 2009, representatives of public organisations from Belarus, Russia and Ukraine, are concerned about the slowdown in the process of international negotiations on climate change.

STATEMENT by the Climate Secretariat of the Russian Socio-Ecological Union



On 12 October, the First Channel of the Russian TV has shown a ‘documentary’, which denied connection between global warming and human activities, gave ignorant arguments and misrepresentations of the Kyoto Protocol, and climate research results.

The RSEU Climate Secretariat states that propaganda of inaction in the sphere of adaptation to climate change and cuts of GHG emissions is harmful both for Russia and for the whole world. The RSEU is sure that transition to high-tech energy-efficient technologies will contribute not only in cuts of GHG emissions, but in reaching competitiveness of the Russian economy.
